Surrender of certificate.—Every owner of a lodging house who ceases to carry on the keeping of a lodging house shall, within fourteen days of such cessation, surrender the certificate of registration to the Commissioner in person or by registered post, and shall inform it in Form D of the manner in which every street held by him has been disposed of.
