Surrender of certificate.—Every advertising agency who ceases to carry on the business of an advertising agency shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Registering Authority in person or by registered post, and shall inform it in Form V of the manner in which every print line held by him has been disposed of.
