Surrender of certificate.—Every franking machine licensee who ceases to carry on the franking of instruments shall, within one hundred and eighty days of such cessation, surrender the certificate of registration to the District Registrar in person or by registered post, and shall inform it in Form B of the manner in which every stock of stamps held by him has been disposed of.
