Application for registration.—Every licensed porter carrying on the carriage of luggage by a licensed porter shall make an application for registration to the Metro Railway Administration in Form C, within seven days of the commencement of these rules, accompanied by a fee of one thousand rupees and a statement of every railway receipt held by him on the date of the application, and shall keep a copy of the application and of the statement for ten days from that date.
