Safe custody.—Every educational institution admitting foreign students shall keep every permit to which these rules apply in a receptacle or place reserved for the purpose at the premises where the admission of foreign students is carried on, shall record in Form D the description of every permit so kept and the date on which it was received, and shall furnish a copy of the record to the civil authority within fourteen days of the close of each year.
