Surrender of certificate.—Every printer who ceases to carry on the printing of a periodical shall, within fifteen days of such cessation, surrender the certificate of registration to the Board of Film Certification in person or by registered post, and shall inform it in Form I of the manner in which every programme held by him has been disposed of.
