Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the representative assessee shall apply to the Joint Commissioner in Form ITR-1 for a duplicate, accompanied by a fee of one thousand rupees, and the Joint Commissioner shall issue a duplicate certificate marked as such within twenty-one days of the application.
