Surrender of certificate.—Every builder of a group housing scheme who ceases to carry on the construction of a group housing scheme shall, within one hundred and eighty days of such cessation, surrender the certificate of registration to the Rent Controller in person or by registered post, and shall inform it in Form D of the manner in which every common area held by him has been disposed of.
