Surrender of certificate.—Every document writer who ceases to carry on the writing of instruments for reward shall, within forty-five days of such cessation, surrender the certificate of registration to the Inspector General of Registration in person or by registered post, and shall inform it in Form H of the manner in which every stamp held by him has been disposed of.
