Surrender of certificate.—Every owner of a wharf who ceases to carry on the working of a wharf shall, within fifteen days of such cessation, surrender the certificate of registration to the Conservator of the Port in person or by registered post, and shall inform it in Form 7 of the manner in which every register of vessels held by him has been disposed of.
