Application for registration.—Every open access consumer carrying on the drawal of electricity under open access shall make an application for registration to the Central Commission in Form VI, within sixty days of the commencement of these rules, accompanied by a fee of twenty-five thousand rupees and a statement of every meter held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
