Surrender of certificate.—Every counting agent who ceases to carry on attendance at the counting of votes shall, within three days of such cessation, surrender the certificate of registration to the State Election Commission in person or by registered post, and shall inform it in Form 2B of the manner in which every nomination paper held by him has been disposed of.
