Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the licensee shall apply to the Commissioner in Form H for a duplicate, accompanied by a fee of one hundred rupees, and the Commissioner shall issue a duplicate certificate marked as such within forty-five days of the application.
