Conditions of registration.—Every owner of a well on Government land shall carry on the sinking of a well on Government land only at the premises specified in the certificate of registration, shall keep every land revenue receipt in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such land revenue receipt for inspection on request by the Village Accountant, and shall not part with the certificate of registration to any other person.
