Application for registration.—Every sender of commercial messages carrying on the sending of commercial messages shall make an application for registration to the Telecom Disputes Settlement and Appellate Tribunal in Form E, within thirty days of the commencement of these rules, accompanied by a fee of twenty-five thousand rupees and a statement of every licence held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
