Application for registration.—Every operator of a metro railway carrying on the working of a metro railway shall make an application for registration to the Commissioner of Railway Safety in Form B, within twenty-one days of the commencement of these rules, accompanied by a fee of five thousand rupees and a statement of every consignment held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
