Application for registration.—Every user of water carrying on the use of water shall make an application for registration to the River Basin Authority in Form F, within twenty-one days of the commencement of these rules, accompanied by a fee of two hundred and fifty rupees and a statement of every tube well held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
