Surrender of certificate.—Every user of water who ceases to carry on the use of water shall, within twenty-one days of such cessation, surrender the certificate of registration to the River Basin Authority in person or by registered post, and shall inform it in Form C of the manner in which every water meter held by him has been disposed of.
