Application for registration.—Every educational institution admitting foreign students carrying on the admission of foreign students shall make an application for registration to the Protector of Emigrants in Form B, within ninety days of the commencement of these rules, accompanied by a fee of one thousand five hundred rupees and a statement of every register of foreigners held by him on the date of the application, and shall keep a copy of the application and of the statement for thirty days from that date.
