Application for registration.—Every user of the national flag carrying on the display of the national flag shall make an application for registration to the Government of Assam in Form A, within ninety days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every petition held by him on the date of the application, and shall keep a copy of the application and of the statement for thirty days from that date.
