Surrender of certificate.—Every open shelter who ceases to carry on the running of an open shelter shall, within twenty-one days of such cessation, surrender the certificate of registration to the Child Welfare Committee in person or by registered post, and shall inform it in Form II of the manner in which every register of children held by him has been disposed of.
