Surrender of certificate.—Every owner of a brick kiln who ceases to carry on the working of a brick kiln shall, within forty-five days of such cessation, surrender the certificate of registration to the Environmental Appellate Authority in person or by registered post, and shall inform it in Form V of the manner in which every transit pass held by him has been disposed of.
