Surrender of certificate.—Every producer who ceases to carry on the production of agricultural produce shall, within thirty days of such cessation, surrender the certificate of registration to the Seed Certification Agency in person or by registered post, and shall inform it in Form H of the manner in which every market fee receipt held by him has been disposed of.
