Application for registration.—Every money changer carrying on the business of a money changer shall make an application for registration to the Export Inspection Council in Form FC-4, within seven days of the commencement of these rules, accompanied by a fee of fifty thousand rupees and a statement of every goods held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
