Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the dealer in second-hand goods shall apply to the District Magistrate in Form V for a duplicate, accompanied by a fee of ten thousand rupees, and the District Magistrate shall issue a duplicate certificate marked as such within thirty days of the application.
