Surrender of certificate.—Every emigrant who ceases to carry on emigration for employment shall, within thirty days of such cessation, surrender the certificate of registration to the civil authority in person or by registered post, and shall inform it in Form D of the manner in which every register of foreigners held by him has been disposed of.
