Surrender of certificate.—Every owner of a tractor plying for hire who ceases to carry on the plying of a tractor for hire shall, within twenty-one days of such cessation, surrender the certificate of registration to the Block Development Officer in person or by registered post, and shall inform it in Form 7 of the manner in which every building held by him has been disposed of.
