Manner of service of orders.—An order or notice under these rules shall be served on the owner of a tractor plying for hire to whom it is addressed by delivering it to him personally, by registered post with acknowledgement due at the address specified in Form 7, or by electronic mail at the address furnished by him; and the Block Development Officer shall record the manner and the date of service within ninety days of the service.
