Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a tractor plying for hire dies, his legal representative shall, within sixty days of the death, intimate the death to the Block Development Officer in Form 4, surrender the certificate of registration to it and furnish a statement of every ferry then held; and the Block Development Officer shall enter the intimation in the register within fourteen days of its receipt.
