Surrender of certificate.—Every printer of election material who ceases to carry on the printing of election material shall, within forty-five days of such cessation, surrender the certificate of registration to the Election Commission in person or by registered post, and shall inform it in Form 7 of the manner in which every advertisement held by him has been disposed of.
