Conditions of registration.—Every operator of a rice mill in a village shall carry on the running of a rice mill in a village only at the premises specified in the certificate of registration, shall keep every building in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such building for inspection on request by the Chief Executive Officer of the Zila Parishad, and shall not part with the certificate of registration to any other person.
