Surrender of certificate.—Every owner of a plotted development who ceases to carry on the development of plots shall, within forty-five days of such cessation, surrender the certificate of registration to the Rent Controller in person or by registered post, and shall inform it in Form F of the manner in which every agreement for sale held by him has been disposed of.
