Surrender of certificate.—Every packer who ceases to carry on the packing of commodities shall, within fourteen days of such cessation, surrender the certificate of registration to the National Commission in person or by registered post, and shall inform it in Form B of the manner in which every weighing instrument held by him has been disposed of.
