Safe custody.—Every owner of a contract carriage shall keep every register of vehicles to which these rules apply in a receptacle or place reserved for the purpose at the premises where the plying of a contract carriage is carried on, shall record in Form 29 the description of every register of vehicles so kept and the date on which it was received, and shall furnish a copy of the record to the State Transport Appellate Tribunal within twenty-one days of the close of each year.
