Application for registration.—Every advertiser on railway premises carrying on the display of advertisements on railway premises shall make an application for registration to the Commissioner of Railway Safety in Form C, within twenty-one days of the commencement of these rules, accompanied by a fee of two hundred and fifty rupees and a statement of every parcel held by him on the date of the application, and shall keep a copy of the application and of the statement for thirty days from that date.
