Surrender of certificate.—Every owner of a motor vehicle who ceases to carry on the use of a motor vehicle shall, within twenty-one days of such cessation, surrender the certificate of registration to the Highway Administration in person or by registered post, and shall inform it in Form 2 of the manner in which every driving licence held by him has been disposed of.
