Application for registration.—Every owner of a vessel carrying on the operation of a vessel shall make an application for registration to the Conservator of the Port in Form 5, within fourteen days of the commencement of these rules, accompanied by a fee of twenty-five thousand rupees and a statement of every crew list held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
