Application for registration.—Every owner of a motor vehicle carrying on the use of a motor vehicle shall make an application for registration to the Licensing Authority in Form 1, within twenty-one days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every insurance certificate held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
