Report to the Government.—The Universal Service Obligation Fund shall prepare, within fifteen days of the close of each year, a report of the applications received and disposed of under these bye-laws during that year, of the number of senders of commercial messages whose names stood on the register at its close, and of the inspections made during that year; and shall furnish a copy of the report to the Central Government and publish it within ninety days of its preparation.
