Manner of service of orders.—An order or notice under these bye-laws shall be served on the sender of commercial messages to whom it is addressed by delivering it to him personally, by registered post with acknowledgement due at the address specified in Form D, or by electronic mail at the address furnished by him; and the Universal Service Obligation Fund shall record the manner and the date of service within one hundred and twenty days of the service.
