Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any sender of commercial messages dies, his legal representative shall, within thirty days of the death, intimate the death to the Universal Service Obligation Fund in Form A, surrender the certificate of registration to it and furnish a statement of every wireless equipment then held; and the Universal Service Obligation Fund shall enter the intimation in the register within forty-five days of its receipt.
