Surrender of certificate.—Every sender of commercial messages who ceases to carry on the sending of commercial messages shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Universal Service Obligation Fund in person or by registered post, and shall inform it in Form C of the manner in which every network held by him has been disposed of.
