Correction of entries.—The Universal Service Obligation Fund may, on an application made in Form D by any sender of commercial messages or of its own motion, correct any clerical or arithmetical error in the register or in a certificate of registration, after giving notice of not less than thirty days to any person likely to be affected by the correction.
