Application for registration.—Every sender of commercial messages carrying on the sending of commercial messages shall make an application for registration to the Universal Service Obligation Fund in Form G, within seven days of the commencement of these bye-laws, accompanied by a fee of twenty-five thousand rupees and a statement of every register of subscribers held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
