Maintenance of premises.—Every sender of commercial messages shall keep the premises where the sending of commercial messages is carried on in a clean and orderly condition, shall provide for every interconnection agreement kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with the sending of commercial messages, and shall furnish to the Universal Service Obligation Fund in Form B, within forty-five days of the commencement of these bye-laws, a plan of the premises showing the place so set apart.
