Surrender of certificate.—Every manufacturer of cosmetics who ceases to carry on the manufacture of cosmetics shall, within ninety days of such cessation, surrender the certificate of registration to the District Registering Authority in person or by registered post, and shall inform it in Form 20 of the manner in which every register held by him has been disposed of.
