Application for registration.—Every manufacturer carrying on the manufacture of excisable articles shall make an application for registration to the Excise Commissioner in Form C, within twenty-one days of the commencement of these rules, accompanied by a fee of twenty-five thousand rupees and a statement of every consignment held by him on the date of the application, and shall keep a copy of the application and of the statement for ten days from that date.
