Application for registration.—Every recruitment and placement agency for seafarers carrying on the recruitment of seafarers shall make an application for registration to the Registrar of Ships in Form 7, within twenty-one days of the commencement of these rules, accompanied by a fee of twenty-five thousand rupees and a statement of every certificate of registry held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
