Safe custody.—Every recruitment and placement agency for seafarers shall keep every ship recycling plan to which these rules apply in a receptacle or place reserved for the purpose at the premises where the recruitment of seafarers is carried on, shall record in Form 1 the description of every ship recycling plan so kept and the date on which it was received, and shall furnish a copy of the record to the Registrar of Ships within fourteen days of the close of each year.
