Surrender of certificate.—Every recruitment and placement agency for seafarers who ceases to carry on the recruitment of seafarers shall, within forty-five days of such cessation, surrender the certificate of registration to the Registrar of Ships in person or by registered post, and shall inform it in Form 3 of the manner in which every log book held by him has been disposed of.
